Okay, you raise a good point, however you're forgetting something! Remember, this is one order and it's only for three appointment letters (and, in actual fact that's not a bad saving after all)! So, let's think a bit bigger and really see the effects; let's say we want to place ten people on fire-fighting training! How would the savings benefit us now?
