Introduction to Permit to Work Systems e-Learning Training Course

Permit to Work is an essential part of an integrated management system which controls and manages critical maintenance processes. It requires a responsible person which can assess the work and check safety at each stage. This ensures the undertaking to sign the permit which will show that the employees involved understand the risks associated with the work and provides precautions necessary. The Permit to work is used alongside the risk assessment and isolation planning. This enables the reduction of unsafe activities as low as reasonably practicable in non-trivial work environments. The course highlights that safety is not something which can be eliminated and that activities in the workplace have their own unique requirements related to:

Work activity condition
The process
The site, and
The work to be performed.

Aim of the Permit to Work Systems e-Learning Training Course

To provide the candidate with a thorough introduction into a Permit to work procedure which is satisfactory for most work activities. This requires a well-formulated and detailed “permit to work”. It is a more formal system which allows for employees to have the information pertaining to the work to be completed. It also affirms, accurately, what work is to be done and when, and which parts of the work are safe. The candidate will be familiarised with clear instructions and procedures which are often adequate for most work activities however, some require extra care. This course allows for employers to become aware of the regulations concerning more hazardous work activities and ensures a clear understanding of duties and obligations in law, and that this is applied by employers.

This course enables managers to assess the requirements associated with a particular job or task and to ensure that Permit to work documentation is completed correctly. It also ensures that employees undertaking hazardous activities are competent to do so. This course offers guidelines referring to management systems used to ensure that work is done safely and efficiently especially in hazardous industries. It provides the candidate with the ability to describe the requirements applicable to a detailed Permit to Work System implementation. This system is for work performed in accordance with pre-approved procedures with the purpose to prevent conflicting short-term activities and to prevent hazardous interference. This course allows for the candidate to ensure that the correct management of a Permit to Work System is being done and that permit authorization has traceability. This course also provides the items which must be included on a permit to work, including:

The work to be done, the equipment to be used, and the personnel involved.
Precautions to be taken when performing the task.
The informing of other workgroups of work being performed in their area and the authorisation for work to continue in addition to the duration of the permit’s validity.
Method to extend the permit for an additional period.
Witness mechanism that all work has been completed and the worksite has been restored to a clean, safe condition, and
Actions to be taken in case of an emergency.

Course Outcome to the Permit to Work Systems e-Learning Training Course

Upon completion of the course, the candidate will be capable of, and able to:

Explain the work to be done that requires a permit and whether it can be done safely.
State the precautions before, during and after the work in addition to emergency and supervisory requirements.
Introduce Permit to Work control measures.
Understand the different types of Permits to Work, the equipment required for the task and the management of checks to be completed.
Describe the implementation of the management of a Permit to Work System.
Explain the methods for preparation for maintenance on equipment and/or electrical apparatus, if applicable.
Ensure that the permit to work is completed as the task is carried out and that it is always signed off.
Describe the requirements of applying a lock-out system and the means to use to ensure that security and access to control is managed.

Key Content Covered

The content of this course is formulated around the prescriptive requirements of the Occupational Health and Safety Act, 85 of 1993 and regulations. This course contains the following content:

Requirements for the application of and the entry of a Work Permit.
The requirements to apply a lock-out including the Control Measures and Permit Entry – Checklist.
Introduction, scope, purpose, and responsibilities of the types of Work Permit Systems.
Contents and requirements of all prescribed Work Permit Systems including Hot and Cold Work, Working at Heights, Confined Space Entry, Excavation Work, Equipment Isolation, and Asbestos Work.
The Permit to Work formalises the controls needed and clearly sets out the responsibility for supervision and naming of operators involved.
It ensures the understanding and importance of the display of the Work Permit in the work area so others not involved with the work can be made aware of exclusions or temporary restrictions.

Assessment

The candidate attending the course will be assessed against the outcomes of each element through the completion of a subscribed knowledge assessment. The assessment will cover the essential embedded knowledge as stipulated in the course and will ensure that the candidate can apply the learning to a working situation.

Conditions of enrolment and certification

To gain access to this training program, it is mandatory that the employer subscribe to the SafetyWallet membership subscription so that the learner can enrol to any of the Health and Safety e-Learning training programmes. Attending candidates must obtain a pass mark of at least 75% or higher is necessary in each Modular Assessment. Should these conditions have been met, the candidate will receive an accredited Certificate of Completion.
